Actually, let me expand on Carnivac.

In one issue, he would be at what is essentially an energon soup kitchen for the poor. He is in line. Catilla is a volunteer handing out shoddy energon rations. Carnivac claims that the energon is so bad, the Autobots are just trying to poison the remaining Decepticons. Catilla genially tries the energon, claiming it can't be so bad, and just about throws up, but he swallows it down. Cue laughs and grudging respect.

Next issue, we see both Catilla and Carnivac working together at the 'soup kitchen', looking like they get along, while other character do something else in the foreground. (Maybe Streetwise is questioning Misfire.)

Next issue, we open with, "Catilla's tanks could only hold 400 astro-quarts. For that, my friend lost his life," and we follow Carnivac on his revenge spree. A bystander asks if Carnivac is going to use the energon and parts in one of the ganga members he just killed or if he's just going to let it go to waste. Carnivac reacts with disgust and runs off, letting the bystander take the energon, who comments that it seemed like an awful shame. Law enforcement chases Carnivac, with the bystander as an initial red herring.

Carnivac continues to vigilante on and off in later issues.
