Motormaster's main characterisation across cartoon and comics is that a) he's unambitious/loyal, b) he's a bit of a thug and c) Breakdown really likes him for unknown reasons.

I wouldn't call him overly loyal. He was happy enough to see Galvatron trucked off to Torqulon.

Unambitious then. He and the Stunticons have a chance to alter the power structure of the Decepticon army in "Starscream's Brigade", and what does Motormaster do? Reinforce the status quo. He has a chance to make a bid for power at the beginning of "Five Faces of Darkness". What does he do? Roll over and swear fealty to Galvatron, twice. He's about the only major Decepticon squad-leader never to make even a passing bid for leadership.

Also, he didn't see Galvatron trucked off to Torqulon. He told Cyclonus to "do something", not "lobomotise the boss".

Not everyone can be a power-monger! I think Motormaster is happy enough with being allowed to run into Optimus Prime.

Still, he presumed to do that much.
